In this interview excerpt, Philippe de Schoutheete, the Belgian Ambassador to Spain from 1981 to 1985, describes his contribution to the Belgian discussions on the Genscher-Colombo proposals that led to the Stuttgart Declaration in June 1983, and emphasises two major breakthroughs that resulted from this: an initial agreement on the functions of the European Council, and the establishment of closer links between Community structures and political cooperation structures.
