In this interview, Albert Hansen, senior Luxembourg official from 1969 to 2002 and Secretary-General of the Government from 1978 to 1998, describes the reactions in Luxembourg to the appointment in 1970 of Pierre Werner, then Luxembourg Prime Minister and Minister of State, as chairman of an international group of experts tasked with drafting a report on the establishment by stages of an economic and monetary union in the European Community.
