At the meeting of the European Council, held on 8 and 9 December 1989 in Strasbourg, the Heads of State or Government of the Twelve decide to convene an intergovernmental conference (IGC) with a view to the revision of the Community treaties and the establishment of economic and monetary union (EMU).

On 13 November 1973, Willy Brandt becomes the first Head of Government of a Member State of the European Communities to address the European Parliament meeting in plenary sitting. The German Chancellor delivers an address in which he outlines his opinions on European integration. With regard to the European Communities, Brandt discusses, in particular, the establishment of a European Government and proposes a programme that must be implemented without delay.

The ‘Maison de l'Europe' (House of Europe) in Strasbourg was the seat of the Council of Europe until 1977, before the Palais de l'Europe (Palace of Europe) was opened.
