Juli 1957 verfasst Pierre Uri, Leiter der Abteilung „Gesamtwirtschaft“ bei der Hohen Behörde der Europäischen Gemeinschaft für Kohle und Stahl (EGKS), für Jean Monnet, Präsident des Aktionskomitees für die Vereinigten Staaten von Europa einen Vermerk, in dem er eine Reihe von Argumenten für einen einzigen Sitz aller Organe der EGKS, der Europäischen Wirtschaftsgemeinschaft (EWG) und der Europäischen Atomgemeinschaft (Euratom) entwickelt.

Im Juli 1957 zieht der Wirtschaftsexperte Fernand Baudhuin, Professor an der Katholischen Universität Löwen, eine Bilanz der Benelux-Zusammenarbeit, indem er sie mit der künftigen Europäischen Wirtschaftsgemeinschaft (EWG) vergleicht.
