On 2 May 1992, the Presidency of the French National Assembly files Report No 2676, submitted by MP Gérard Gouzes on behalf of the Constitutional Acts, Legislation and General Administration Committee, on constitutional bill No 2623, which adds a new chapter to the Constitution entitled ‘On the European Union’. The annex of the report sets out the constitutional provisions governing the transfers of sovereignty and ratification procedures for the Treaty of Maastricht in the other European Community Member States.

The unanimous judgment holds that the transfer of sovereignty brought about by the Act of Accession is not incompatible with Article 20 of the Danish Constitution.
