Altiero Spinelli, Mitglied der Europäischen Kommission, reagiert misstrauisch auf diesen Rückschritt hin zu mehr zwischenstaatlicher Abstimmung auf Kosten der gemeinschaftlichen Methode. Spinelli sieht den Willen der Regierungschefs, die Ausarbeitung der "Gesamtkonzeption der EU" zu übernehmen, als eine Bedrohung für die Rolle der Kommission als zentrales Organ der politischen Initiative.
