Text Le 15 septembre 1947, Sir Terence Allen Shone, haut-commissaire du Royaume-Uni en Inde, adresse au bureau des Relations du Commonwealth un télégramme dans lequel il rend compte de la situation en Inde et au Pakistan après la partition de l'Empire des Indes britanniques. Il revient notamment sur les troubles communautaires entre hindous, musulmans et sikhs ainsi que sur le problème des réfugiés et des déplacements de populations.
