Report by the Presidency and the General Secretariat of the Council on the co-decision procedure (4 December 2000)
Text Adopted by the Council on 4 December 2000 and forwarded to the Nice European Council, this report evaluates the new codecision procedure eighteen months after the entry into force of the Amsterdam Treaty and makes recommendations for its improvement.
