Dans une note du 10 janvier 1956, le bureau des Colonies donne des précisions sur les négociations en cours avec la Fédération malaise concernant l’utilisation des forces britanniques en Malaisie après l'indépendance du pays. Le Royaume-Uni souhaite en effet conserver des bases militaires dans la région.
