Text Le 15 décembre 1948, Philip John Noel-Baker, secrétaire d'État aux Relations du Commonwealth, informe le Premier ministre britannique Clement Attlee du résultat des discussions qu'il a eues avec le Premier ministre indien Jawaharlal Nehru sur les futures relations entre l’Inde et le Commonwealth. Le principal problème qui se pose est celui de l’allégeance de l’Inde à la Couronne britannique.
