Le 13 novembre 1945, le président américain Harry Truman adresse un message au Congrès dans lequel il souligne l'importance des missions d'aide menées par l'United Nations Relief and Rehabilitation Administration (UNRRA) à destination des pays touchés par la Seconde Guerre mondiale et réaffirme la contribution financière et matérielle des États-Unis à l'organisation.
