Text Le 24 août 1945, le secrétaire d'État britannique aux Affaires étrangères, Ernest Bevin, adresse une lettre à l'ambassadeur néerlandais à Londres, Jonkheer E. Michiels van Verduynen, dans laquelle il demande l'approbation par le gouvernement des Pays-Bas d'un mémorandum relatif aux arrangements devant régler les questions liées à l'administration civile et à la juridiction dans les territoires libérés des Indes néerlandaises.
