Text Le 25 mars 1970, Arthur Michael Palliser, ministre auprès de l'ambassade britannique à Paris, envoie une lettre à John Percival Waterfield, chef du Département des organisations occidentales au ministère britannique des Affaires étrangères et du Commonwealth, dans laquelle il donne des détails à propos d'une conversation qu'il a eue avec Philippe Cuvillier, secrétaire particulier adjoint du ministre français des Affaires étrangères Maurice Schumann, sur l'Union de l'Europe occidentale (UEO) et sur une formule qui permettrait à la France de retourner au sein de l'organisation.
