At the forum The origins of and developments in European governance: the impact of the Treaty of Rome establishing the European Economic Community (March 1957) organised on 23 and 24 April 2007 by the Pierre Werner Institute in Luxembourg, Heinz Henze, former official at the High Authority of the European Coal and Steel Community (ECSC) and former Director in the Directorate-General for Social Affairs of the Commission of the European Economic Community (EEC), looks at the gradual application by France and the Federal Republic of Germany (FRG) of the principles of the free circulation of workers, non-discrimination and equality of treatment set out by the Treaty of Rome establishing the EEC in 1957.
