En 1943, l'UNRRA, l'United Nations Relief and Rehabilitation Administration, adopte à Atlantic City une résolution définissant les activités de l'organisation et le rôle des autorités militaires et civiles dans l'aide destinée aux pays dévastés par la Seconde Guerre mondiale.
