Der Ausschnitt zeigt besonders die Ziele der Konferenz im Augenblick ihrer Gründung in den Jahren des Kalten Krieges, ihren Einfluss als Instrument der Entspannungspolitik zwischen Ost und West und ihre Umwandlung in eine Organisation mit neuen Aufgaben nach dem Zusammenbruch der kommunistischen Regimes.
