On 12 October 1960, Walter Hallstein, President of the Commission of the European Economic Community (EEC), makes a statement before European Parliamentary Assembly (EPA) in reply to the oral question put by the Chairmen of the Socialist, Liberal and Christian Democrat political groups regarding the possible institutional implications of the proposed ‘Relaunch of Political Europe’. A debate is held in the EPA in which the Presidents of the three European Communities take part: Walter Hallstein, President of the EEC Commission, Étienne Hirsch, President of the Euratom Commission, and Piero Malvestiti, President of the ECSC High Authority.

On 3 March 1953, Christian Calmes, Secretary-General of the Special Council of Ministers of the European Coal and Steel Community (ECSC), forwards the agenda for the first meeting of the Coordination Committee (Cocor) to Max Kohnstamm, Secretary of the High Authority. Responsible for preparing Council meetings, this Committee is seen as the predecessor of the Committee of Permanent Representatives (Coreper) to the Councils of the European Economic Community (EEC) and the European Atomic Energy Community (EAEC or Euratom).

As of 1 January 1953, a general levy is introduced for the six ECSC countries. As a result of this tax on coal and steel output, the High Authority possesses its own resources and no longer depends on government subsidies.

On 10 March 1951, the industrial journal L’Usine belge reports on the concern of the national industrial federations of the six countries involved in the Schuman Plan, in particular regarding the powers of the future High Authority of the European Coal and Steel Community.

Pursuant to Article 6 of the Convention on the Transitional Provisions, annexed to the 1951 Treaty of Paris, the Assembly shall meet, having been convened by the President of the High Authority, one month after the High Authority takes up office in order to elect its officers and draw up its Rules of Procedure.

On 18 April 1951, on the occasion of the signing of the Treaty establishing the European Coal and Steel Community, the German daily newspaper Die Welt outlines French fears concerning the power held by the High Authority and the economic might of Germany.

On 11 August 1952, against the background of the High Authority of the ECSC taking office in Luxembourg the previous day, the German daily newspaper Die Welt highlights the political and economic importance of European integration.

On 9 August 1952, on the eve of the session inaugurating the High Authority of the European Coal and Steel Community (ECSC) in Luxembourg, the Luxembourg daily newspaper Luxemburger Wort publishes an article by Lambert Schaus, a former Luxembourg Minister, analysing the limitation of national sovereignty under the Schuman Plan.

On 30 April 1953, the eve of the opening of the European common market in steel, Jean Monnet, President of the High Authority of the European Coal and Steel Community (ECSC), activates the first casting of European steel in the Belval steelworks in Esch-sur-Alzette, Luxembourg.
