Text On 15 October 2003, following bilateral contacts organised by the Presidency which highlighted the need for reforms, the Member State delegations receive a questionnaire from the Presidency, originally published on 19 September, on the legislative function, the formations of the Council and the Presidency of the Council of Ministers.
