Text On 12 September 1990, to mark the signing in Moscow of what is known as the ‘2+4 Treaty’, Hans-Dietrich Genscher and Lothar de Maizière, respectively Foreign Ministers of the FRG and of the GDR, issue a Joint Statement to the Ministers of Foreign Affairs of France, the United Kingdom, the Soviet Union and the United States.
