Text In this contribution, Jean-Paul Jacqué, Professor at the College of Europe in Bruges and Director of the Legal Service of the Council of the European Union, argues in favour of the constitutional nature of the text drawn up by the European Convention, in particular by dissociating the concepts of constitution and State and the concepts of State and federation.
