The draft decision by the European Council establishing the composition of the European Parliament is distributed during the Intergovernmental Conference at ministerial level on 15 October 2007 to its members. The Member States are invited to consider the concomitant domestic measures that need to be adopted ahead of the elections to the European Parliament for the 2009–2014 term.
