Following the publication of the final Werner Plan (8 October 1970) and the European Commission’s proposals based on this plan, the European Parliament’s Economic Affairs Committee draws up an additional report on the establishment by stages of economic and monetary union in the Community. In its first report on this subject dated 15 October 1970, the European Parliament’s Economic Affairs Committee was only able to refer to the interim Werner Plan of 29 May 1970.
