Le 14 octobre 1947, Terence Allen Shone, haut-commissaire du Royaume-Uni en Inde, adresse à Philip John Noel-Baker, secrétaire d'État aux Relations du Commonwealth, un télégramme dans lequel il rend compte de la situation en Inde et au Pakistan après la partition de l'Empire des Indes britanniques. En se référant à des articles de presse, il revient notamment sur les troubles communautaires au Pendjab et au Bengale, sur le problème des réfugiés ainsi que sur les futures relations entre le Commonwealth et les deux nouveaux États.
