Text Le 22 septembre 1947, Sir Terence Allen Shone, haut-commissaire du Royaume-Uni en Inde, adresse au bureau des Relations du Commonwealth un télégramme dans lequel il détaille les événements survenus récemment en Inde et au Pakistan après la partition de l'Empire des Indes britanniques. Il revient notamment sur les troubles communautaires, fait le bilan des victimes et expose les problèmes liés aux réfugiés et aux déplacements de populations.
