On 28 March 1977, with a view to the preparatory meeting to be held in Belgrade on 15 June on the implementation of the provisions of the Final Act of the Conference on Security and Cooperation in Europe (CSCE), the Austrian Franz Karasek, Chairman of the Committee for Culture and Education of the Parliamentary Assembly of the Council of Europe, proposes the convening of a meeting between the Western European States in the Council of Europe in order to define a common position on sections three and four of the third basket vis-à-vis the Eastern European countries.
