Le 6 janvier 1956, Sir Philip George Doyne Adams, chargé d'affaires britannique à Khartoum, adresse à John Selwyn Brooke Lloyd, secrétaire d'État des Affaires étrangères et du Commonwealth, une lettre dans laquelle il décrit le déroulement de la cérémonie d'indépendance du Soudan. Le Parlement soudanais avait proclamé l'indépendance du pays le 19 décembre 1955, la reconnaissance officielle est accordée deux semaines plus tard.
