Text Le 1er février 1950, à l'occasion d'une conférence de presse, l'Américain Paul Hoffmann, administrateur de l' "Economic Cooperation Administration" (ECA) chargée de la répartition des fonds fournis par le plan Marshall, insiste sur le rôle important que doit jouer l'Organisation européenne de coopération économique (OECE) dans le processus d'intégration économique de l'Europe.
