Le 3 octobre 1947, lors d’une conversation entre Lord Ismay, conseiller du vice-roi des Indes Lord Mountbatten, et Muhammad Ali Jinnah, gouverneur général du Pakistan, ce dernier revient sur les conséquences de la partition des Indes britanniques dont les déplacements de populations. Les violences entre les communautés qui accompagnent ces déplacements sont, selon Ali Jinnah, de la faute du gouvernement indien, de Gandhi, des sikhs et des Britanniques.
