On 7 July 1997, in connection with the transition to the third stage of Economic and Monetary Union (EMU), the Council of the European Union adopts a Regulation on the Stability and Growth Pact which sets out, in particular, the rules covering the content, submission, examination and monitoring of stability and convergence programmes so as to prevent excessive general government deficits and to promote the surveillance and coordination of the economic policies of the Member States.
