On 5 September 2011, in a letter from the Permanent Representative, the Czech Government, in accordance with Article 48(2) of the Treaty on European Union, submits a proposal to the Council of the European Union for the amendment of the Treaties concerning the addition of a Protocol on the application of the Charter of Fundamental Rights of the EU to the Czech Republic.

Following the negative result in the referendum on the Treaty of Lisbon held on 12 June 2008 in Ireland, the Irish Government requests that the European Council provide a number of guarantees from the other Member States on specific questions such as fiscal policy, aspects relating to family, social and ethical policy, and questions concerning security and defence in the light of Ireland’s traditional policy of neutrality. At the European Council on 18 and 19 June 2009, it is decided that the matters of concern to the Irish people will not be affected by the Treaty of Lisbon. This decision is reproduced in a protocol annexed to the Treaty on European Union and the Treaty on the Functioning of the European Union.
