Texte On 23 January 1996, in a statement to the European Commission for Democracy through Law, Helmut Steinberger, Independent Adviser to the Delegation of Bosnia and Herzegovina on the application of the Dayton Agreements and Member of the Council of Europe's Venice Commission, evaluates the organisation and operation of the new Bosnian State made up of two territorial entities: the Muslim-Croat Federation and the Serb Republic.
