In 1982, Lex Roth was appointed coordinator of the preparatory work for this law by Pierre Werner, Luxembourg Prime Minister and Minister of State from 1959 to 1974 and from 1979 to 1984 and Minister for Cultural Affairs from 1979 to 1984.
