Address given by Diego López Garrido, Spanish State Secretary for the European Union, to the European Parliament on 15 December 2009 with the aim of highlighting the challenges and opportunities of the Spanish Presidency of the European Union in 2010, in a European and global climate marked by the economic and financial crisis, climate change, and the entry into force of the Lisbon Treaty and the resulting institutional changes.
