Le 16 septembre 1955, le ministère britannique des Affaires étrangères adresse un télégramme à l'ambassade du Royaume-Uni au Caire dans lequel il expose sa position sur le processus d'indépendance du Soudan et conseille à l'Égypte de ne pas s'opposer à l'indépendance du pays.
