Text Le 13 novembre 1947, le consul général britannique à Batavia Francis M. Shepherd adresse au ministre des Affaires étrangères Ernest Bevin des notes sur la situation politique aux Indes orientales néerlandaises. Il revient notamment sur la création par le Conseil de sécurité des Nations unies d'un «Comité des bons offices» (Committee of Good Offices), qui devra parrainer les futures négociations entre les Pays-Bas et la République d'Indonésie.
