Text In March 1999, the day after the collective resignation of the European Commission and on the eve of the Berlin Summit on Agenda 2000, the German weekly newspaper Die Zeit analyses the efforts made by Chancellor Gerhard Schröder to help Europe to find a way out of the crisis.
