Le 7 juin 1955, Joseph Bech, ministre luxembourgeois des Affaires étrangères, adresse à son homologue britannique Harold Macmillan une lettre dans laquelle il l'invite à examiner la possible participation d'un représentant britannique aux futurs travaux du Comité intergouvernemental créé par la conférence de Messine.
