Text On 22 June 1970, Baron Hubert Ansiaux, Governor of the National Bank of Belgium, sends a document to Luxembourg Prime Minister Pierre Werner on the legal and technical aspects involved in pooling special drawing rights in which he raises the question of SDR transfers between the EEC partners. This document served as a basis for reflection for the Werner Committee.
