Text On 14 December 1995, on the eve of the Madrid European Council, the German daily newspaper Frankfurter Allgemeine Zeitung outlines the efforts made by the German Chancellor, Helmut Kohl, and his Finance Minister, Theo Waigel, with a view to the establishment of Economic and Monetary Union (EMU) in Europe.
