Text On 13 June 1989, Mikhail Gorbachev, First Secretary of the Central Committee of the Communist Party of the Soviet Union (CPSU) and the German Chancellor, Helmut Kohl, sign a Joint Declaration in Bonn concerning the recent upheavals in international relations.
