Text Address given by Franco Maria Malfatti, President of the Commission of the European Communities, at the Conference of Foreign Ministers held in Paris on 14 May 1971. Mr Malfatti discusses whether the chapter on economic cooperation should or should not be included in the Conference on European Security. He also comments on the report by the Political Committee.
