Text On 9 May 1948, Daniel Serruys, President of the French Section of the Independent League for European Cooperation (ILEC) and rapporteur of the Economic and Social Committee at the Congress of Europe in The Hague, agrees with Francis Leenhardt, Chairman of the Economic Affairs Committee in the French National Assembly, on the importance of harmonising employment conditions in Europe in order to establish complete freedom of trade.
