Text On 9 March 1966, Ludwig Metzger, Vice-President of the European Parliament, presents to his colleagues the conclusions of a report drawn up by the Political Affairs Committee on the Luxembourg Compromise, which put an end to the empty chair crisis that had begun on 30 June 1965.
