Text On 25 November 2003, as the bill authorising the ratification of the Treaty of Athens is scrutinised in the French National Assembly, the French Prime Minister, Jean-Pierre Raffarin, emphasises the historic nature of the enlargement of the European Union to include the countries of Central and Eastern Europe (CEECs).
