Text On 22 November 1989, François Mitterrand, French President and President-in-Office of the Council of Ministers of the European Communities, reaffirms before the Members of the European Parliament the determination of the Heads of State or Government of the Twelve to support the Movement for Democratic Reforms in Eastern Europe.
