Text On 9 March 1970, the Committee of Governors of the Central Banks of the Member States of the European Economic Community (EEC), chaired by Baron Ansiaux, meets in Basel to examine the principles for the establishment of a plan by stages for an economic and monetary union in the EEC as laid down in the Werner Report.
