Text On 13 August 1948, Georges Rebattet, Deputy Secretary-General of the International Committee of the Movements for European Unity, sends to the former French Prime Minister and Chairman of the Committee’s Institutional Committee, Paul Ramadier, the memorandum on the convening of a European Assembly that the Committee sends the same day to the governments of the founding States of the Organisation for European Economic Cooperation (OEEC).
