Text On 17 September 1958, General de Gaulle sends a letter to Harold Macmillan, British Prime Minister, in which he calls for the French memorandum on the reform of North Atlantic Treaty Organisation (NATO) to be the subject of lengthy discussions between France, the United States and the United Kingdom.
