Text On 4 May 1992, during the ceremony at which he laid the foundation stone for the Palace of Human Rights in Strasbourg, François Mitterrand addresses the Parliamentary Assembly of the Council of Europe. The President of the French Republic suggests organising summits involving Heads of State or Government of the member States of the Council of Europe.
