‘What’s the matter with it?’ On 12 December 2000, as the very difficult Nice European Council comes to a close, German cartoonist Burkhard Mohr illustrates the divisions between Berlin and Paris on the question of the future institutional architecture of the European Union and paints an ironic picture of the future of the Franco-German duo as the engine driving the European integration process.
